Sorry I'm not a Snipping Tool expert so the above is hard to read.
Recently I went to my account settings > Business Policies and created a default Shipping policy (shown in wee print above) named Flat $.90 with a Standard Shipping cost of $.90 and a cost of $.10 for each additional item in a combined shipping order. I updated the descriptions on all my listings to state this. Currently 99 listings are using this default shipping policy. However if I go to an active listing and click on the shipping tab I see Free shipping for each additional item as follows:
Any help on making Snipping tool images larger would also be appreciated.

The ‘each additional’ field is for multiples of the same item. Look at an item of yours than has more than 1 available, like the birthday greeting. You will see the $.10 each additional correctly applied.
The fee for additional different items is controlled by shipping rules that you set here - https://www.ebay.com/ship/prf#. I can see in your post that you have the shipping rule box checked, so you must have a rule set up that adds 0 instead of the $.10. Edit that rule and the shipping should come out right,

don't know how all that works, but strikes me that a policy like that would be applied to an individual listing where more than one item was available in the listing.

On my other selling ID, somanypostcards, I have this set up exactly the same way. 246 active listings there are using Flat $.90 default shipping rule, and they all show $.10 on each additional listing. Combined sales on that ID show a correct shipping fee when buyers make a single combined payment for multiple auction wins with one item per listing. It's only on this ID that the active listings show free (instead of $.10) on active listings. I'll know soon what shipping fee gets generated when a combined order is invoiced and/or paid for.

Yes, you can set up lots of flat rate rules, so each needs a name.
When you click edit next to flat rate rules, a window opens. Below the rule you have set up, click add profile. It will add a line for the rule, and a box for the profile ID. Set up a rule just like the existing rule and give it a name. Save that. Then you can add more rules if you want them. I found it was always good to have at least 2 rules - sometimes the system won’t show you a list of just 1.

Yes, you were right! My other selling ID had a business policy for multiple items of an individual listing and a flat rate policy for combined shipping that added the $.10 for the other listings. On this ID I had to update the flat rate policy to add $.10 and then all was A-OK. Thanks for your quick and correct info.

When I updated the fee for additional different items with the flat rate rule adding $.10, all the listings were immediately updated. A bit later a buyer paid for a combined order with 4 items. Though all 4 listings showed the $.10 for each separate additional item, the shipping fee was $.90, not $1.20. Another repeat buyer has 24 items awaiting payment. When I went to send an invoice, it shows a shipping fee of $1.00, not $2.30. Each of these 24 items show $0.10 for each additional eligible item and 1st item S+H U.S. $0.90.
I'm wondering if the $0.10 for separate additional items was omitted because the buyers bid before I made this update. I'm also wondering why the shipping fee on the invoice was $1.00 instead of $.90, though I doubt if I'll ever find out why this happened. Hopefully all will be working correctly on purchases or bids made after I made today's combined order flat rate change to add $0.10.

Auctions with bids can not be changed, so those items would not have picked up the new rule. You would have to look at each item in the group of 24 to see why those items didn't pick up the new rule - I don't know if it is worth the time.
I looked at a handful of your items, some with bids and some without. They all show the $.10 for additional items.

Today a buyer informed me his invoice for a combined purchase showed a shipping charge that was $1.00 too high. I haven't figured out why on this invoice.
However when I went to send 2 other invoices for combined sales, 1 for 4 items was charging $.90/item so $2.40 too high and 1 for 5 items charging $.90/item so $3.20 too high. My combined order flat shipping rule is $.90 1st item and $.10 for each additional item. None of these listings showed the $.10 shipping discount directly under Shipping and handling. Also now none of my active listings on this selling ID now show the $.10 shipping discount though the rule exists.
A few days ago, I saw this selling ID had a Promotional shipping rule with a maximum shipping cost of $1.00. I figured that was why earlier combined shipments had shipping costs no higher than $1.00. I clicked on Delete, but that did NOT delete the Promotional shipping rule. So I upped the maximum shipping cost to $4.00. And now I no longer see the $.10 shipping discount. My other selling ID has no Promotional shipping rule, and everything works as expected there.
How do I delete Promotional shipping rule?

You can have both a combined shipping rule and a promo rule attached to each item. See the shipping tab on my item here - https://www.ebay.com/itm/334730328077. Mine says ‘seller offers combined shipping’ since my shipping is calculated. Yours will say $.10 each, as you saw before.
If you don’t want them both, instead of deleting the promo rule, remove it from all of your items using bulk edit. You can also use bulk edit to restore the combined shipping rule. I don’t think you can actually delete the promo rule - what you do is edit to be ‘no discount’. https://www.ebay.com/ship/prf
To use bulk edit, use the seller hub active view - https://www.ebay.com/sh/lst/active
Click where it says edit at the top of the list. This takes you to the main bulk edit page. Select all of the items again, then select domestic shipping under the bulk edit menu at the top of the list.
In the new window, select change to, then click combined shipping. Select change to, then check the apply my flat a shipping rule, click the arrow on the right to see your list of rules and select the one you want to use. Save - that takes you -
Back to the combined shipping window, if you want to remove the promo shipping rule, don’t check the promo rule box. If you do want to apply it, check it. Save - that takes you
Back to the domestic shipping window, click apply. That takes you back to the main edit window, click submit.
It is clunky to write out, but it will make sense when you get to the edit screen 🙂
You could also do them one at a time to get used to making the changes.

I have both, and the problem is mine now don't say $.10 each on any of the active listings. And when I had some combined shipping sales paid for yesterday and today, some calculated shipping correctly, but 2 did not apply the combined shipping rule so shipping was too high and another had shipping too high for an unknown reason.
I'll try deleting the promo rule as you indicated and maybe creating a new combined shipping flat rate rule to see if $.10 each appears on listings. Believe me, I've read all eBay instructions and gone to the combined shipping policy page many times today to verify rules. Until I see the $.10 each combined shipping discount on active listings I hesitate to list new items.

I now see the $.10 for additional items.
A regular promo rule should not wipe out your combined shipping rule. There is something odd that happens if you do a marketing promotion on shipping, but I don’t have a store any longer, so I can’t experiment with that.
You might try adding a new promo rule, and add it to just an item or 2 to see if the combined shipping rule stays in place.
