Questionable eBay Seller

Hello eBay community,

There is a questionable seller on eBay (https://www.ebay.com/usr/sangying.bo).  The issue may be easy to resolve except for the fact that whenever an item is posted as delivered, it is very difficult to say otherwise.  The seller (https://www.ebay.com/usr/sangying.bo), instead of sending the item, is sending a tracked envelope with a "Thank You" note inside, thus masking whether an authentic delivery had been made.  Below is a note I sent to the seller (https://www.ebay.com/usr/sangying.bo), together with pictures.  Also included is a response from the seller (https://www.ebay.com/usr/sangying.bo) to an initial note I sent.

Note from me: Seller, I received a Thank You note inside a tracking slip but not the item I purchased. Where is the item I purchased?

Response from Seller: It's expected to arrive in a few days. Please wait a minute.​‌‍‍‍‌‍‌‍‍‍‍‌‍‌‌‍‌‍‍‌‌‍‌‍‌‍‍‍‌‍‍‍‍‍‍‌‌‍‌‌‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‌

Response to Seller after the "Thank You!" note was delivered with a tracking number: Hello, your package has been delivered. If you do not receive the package, I need to investigate overseas. I hope you can give us some time to investigate this matter. Expect 3-5 business days. Thank you for your understanding​‌‍‍‍‌‍‌‍‍‍‍‌‌‍‌‌‌‌‍‍‌‌‌‍‌‍‌‌‍‍‌‍‍‌‌‍‌‌‌‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‍‌.

I trust eBay will look into this issue seriously.  Persons like this need not be on the website selling anything.

Hi Seller, the item is showing delivered on eBay's website when in fact it was not delivered. In my earlier message to you, I informed you that the only item received, which was linked to the tracking number provided was a "Thank You!" card. The envelop was opened in the presence of the USPS postal worker. I reviewed the feedback you received from other buyers and observed similar feedback, linked to the "Thank You" card was posted. The buyer even warned about purchases from you. Unfortunately, I saw the feedback after the fact. Let me know when the item is expected or provide a full refund. Thank you.

You need to immediately file an item not as described report.   

It is doubtful you will get a 2nd package.  Ebay is not reading this note.

Looks like seller created feedback by selling the same $1 item over and over to a small circle.

The tracking does show item as delivered whether it was the right thing or not.

What you need to do now is open an ITEM NOT AS DESCRIBED case.  And stop corresponding with the seller immediately.  eBay's Money Back Guarantee offers you a way to resolve this situation.  Use it.

Send him back the 'thank you' note after you open an item not as described case.
