Hi all!
I am noticing my promotions banners are again showing at the BOTTOM of listings, and no longer up near the top of the page (my understanding was that eBay decided to revert back to displaying the banner back at the top of the page from their ill-conceived decision to move them to the bottom).
Perhaps there is valid data to support better conversions with the banner at the bottom of the page. Regardless, I still prefer it to appear at the top, and it is disappointing not having not having an option to choose from.
Is this a new test? Is anyone else experiencing this?
These constant changes and lack of communication are getting frustrating.

Been driving me insanse. Can't sell if you can't promote your items.
Tried multiple versions of my promo/sale and can't get any to show up at the top.
One of my competitors offered a buy 5 get 2 free on a drop down listing which I thought was brillant and he sold over 280 items.
Tried the same promotion today on same items in my inventory and have not sold a single card even with free shipping since the promo banner doesn't show at the top.

I recently turned on a quantity discount promotion again because my sales slowed noticeably after I turned it off. They probably dropped me in search results. Isn't that special? But the thing is it's been several days again and the promotion banner is still showing only the bottom of the item page. Again! They want you to run a promotion but they don't show it to buyers where needed!
If contacting CS they keep saying it's a test, run a better promotion, lower your prices, blah, blah, blah. Same **bleep** over and over. Stop telling me what I should do with MY items! eBay really seems to think they own everything and that's how they run the site and devise their policies. They want buyers to think they're buying from "eBay". My thinking is they just deliberately hide promotions if their algorithms think they can get more money from you by not showing your promotion and getting the fees from full price sales. They don't care if the seller gets screwed over on shipping costs because nobody ever buys more than 1 item! This is mostly a problem for smaller sellers, because funny, promotions always seem to show everywhere they're supposed to for the large sellers.
Another thing I'm wondering, how is it legal for eBay to deliberately hide promotions/sales a seller is trying to run? Only store owners can use these features which sellers are paying a monthly fee. We are NOT getting the features that are available to us and paying for!
eBay cares only about how much $ they can get from you. Not about satisfying their sellers, buyers, and fixing their mega-F-U-B-A-R site with all their constant changes and "glitches".

A couple of thoughts on the new changes:
1) I don't mind Ebay making changes. Ebay is a business, first and foremost, and needs to evolve to grow.
2) I do mind when such changes are made in secret.
3) I also mind when such changes are not circulated internally, meaning that even Ebay employees would give inaccurate and/or conflicting information about them during the first few weeks after introduction.
4) I also mind that such changes are often vague, and so making the necessary adjustments would be literally impossible. For instance, Ebay says that weak promotions will be placed at the bottom of listings. Fine. But at least give us specific parameters to shoot for so that we could adjust our sales to meet the minimum requirements necessary for a top-of-page placements. Sale A needs to be changed from 10% to 20%, Sale B needs to apply to an additional 50 items at a minimum, etc.
5) Ebay has the right to do whatever they want because we are selling on their platform after all, but a certain level of respect should be universal to any business.
6) It's pretty clear Ebay thinks making unpopular changes on the down low would result in less bad publicity than if they were to be straightforward about them, and maybe that's true due to the nature of social media and people's tendencies to overreact, but in my opinion a lack of trust is FAR more damaging to the Ebay brand than any amount of undesireable changes. The same goes for Amazon.

The promotion banner was showing at the bottom of the listings for Teach and Learn Store both at the end of June and into July. How can people get interested in an item if they do not see the banner at the top? It makes no sense to place a sale banner at the bottom of an ad! We should have the option to place the banner at the top of the page. What is the point of having a store if we cannot run sales that people can view?

We are having the same issue....lost hundreds of dollars in sales over this. When the banner is at the top, people used promotions a lot in our store. I asked several eBay people what would be a "good" promotion....got lots of different answers. Tried everything and nothing shows at the top! Even ran a markdown sale at the same time and still the banner isn't at the top. (someone on the forum suggested that). I am at a loss as to what to do now with sales tanking.....we are listing new items just about every day too. Maybe our items are just "hidden" despite our promoting listings too....over 700 of them! 😞

Yesterday for the second time only since 2013 we had a day with NO sales. Got desperate and switched most of our listings to free returns. By 10am this morning we had 4 sales already. Fridays are typically better for us but I wonder if my store was somehow "blocked" yesterday. Maybe I have complained too much lately about all the issues. 😞 I also called eBay to get two returns closed since the buyers did not ship the items within 5 days.....I started being pretty strict about it since our sales are so down.
eBay for Business on Facebook is probably sick of me since I have written to them so much about the Promotions Manager issue the past few weeks that they haven't answered me since July 7. Guess they are getting bombarded daily I would think!

A big part of my sales up until this change was my promotional sales. Buy 3 get 15% off. Now I'm lucky if I make a couple a week. I'm currently putting things in place to leave eBay for good. The hundreds per month spent on your site would yield far better outcomes if I promoted my own site, which I'm currently in the steps of doing. eBay is a constant source of a headache. I've read from reliable sources that you also bottleneck sales for sellers based on undisclosed criteria, plus another bone of contention with you money-oriented power-hungry monopoliser's is the fact you make ad revenue from ad space that would not exist if you didn't have sellers, yet you don't share a single dime of it with the sellers. As knowledge of the web grows and more and more small entrepreneurs realise how easy it is to put your own site together using drag and drop online web builders people will be abandoning you left and right. I have another month on a store upgrade promotion (basic store to... Premimum? Whatever the next level up is). Anyway, after being a store subscriber for two years I've decided to close it down when my upgrade is over.
Everytime eBay changes ANYTHING it always lessens the sellers abilities, ie.. Promotion banners at the bottom of listings, promotions not being shown in search, have to wait 2 weeks to put items on sale, rolling the Top Rated Seller discount back from 20% off FVF to 10%, having to offer 30-day free returns to maintain top rated seller status, having a store subscription costs 25% more, markdown manager (which was the best sale tool) is gone, etc.... Also, four out of the last six months have been my four worst months of sales since starting.
What has improved for the sellers? We now can get some free tape and envelopes and we're supposed to be happy? I've tried to stay positive and hold out, but when you're constantly getting kicked in the groin maybe it's time to move your groin away from the foot that keeps kicking you.
