The subject is the message I received when trying to counter an offer on one of my items.
This is the first time I've seen this, is it new or a glitch?

I've never seen that message in the context of Offers/Counteroffers. But I do know that eBay sends some sort of message (to the sender) if too many messages between two users have been exchanged in one day.
Out of curiosity, did you already have a thread going (questions, etc.) with the user before the Offer was made? It's been a long time since I listed OBO and I thought that you could see the Offer count and would know if you'd run out of those, right?

They made one previous offer, I countered that and then they sent another offer. When I went to counter that offer I got this error. You get up to five offers so I'm confused why this popped up.
My only options were to let the offer expire, decline it, or accept it.

I've never head of that. I've had this eBay store for a very long time and have never encountered an issue sending a large amount of offers in a days time.

Here it says:
"Use your Best Offers wisely: We limit the number of Best Offers you can make on each item, we'll let you know when you're using your last one. Expired, rejected, and retracted offers all count toward this limit"

Im getting that also after 2 counteroffers? Did anyone solve this?

I also am receiving this message frequently. The most recent one was on an item with only 1 other offer.
