Not Able to Promote Many Auctions but can Promote a few??? Hurts visibility of the Auction!

Why do some auctions allow me to pay a set amount to promote them but the majority of the auctions I do are marked as: Promoted Listings - Standard: Not eligible. This makes no sense especially when there is no real difference in the items I'm listing. Some allow me to promote, some have the Not eligible???

Promoted Listings Standard (pay if the item sells) applies exclusively to fixed price listings.

Promoted Listings Advanced (pay upfront as an advanced listing upgrade whether the item sells or not) applies exclusively to auction format listings.

You have both auction format and fixed price listings. Does this answer your questionn?

@samw53 just to clarify, these are auction listings (not fixed price buy it now) and within the listing flow it says Promoted Listings Standard - Not Eligible but does not give you the option for Promoted Listings Express for auctions?

Here's the help page for PL Express, do you meet all the eligibility criteria?

A few months ago several sellers reported similar problems though in that case the option was still presented, it just didn't actually apply when they selected it.
