New USPS rates go into effect on 7/13 according to the seller newsletter for July. Yet, I am already being charged the new rates on all my shipments i printed labels on for 7/11 . You can see by the picture attached I was charged .74 for this shipment. It should still be .69 for standard envelope for trading cards .
This is like this for every shipment I've done on 7/11

When you print your labels, there should be a little drop-down to indicate when you will ship the item. I would think that that date is set to July 14.

The date was set to July 12th. Looking at the labels themselves as I drop them off at the post office, they have .69 printed on them

Had the same problem. Postage label printed as .69 but they charged .74. All I got was an argument from eBAY CS that it had to be dimensions or weight. They did log an issue. I think it's safe to say they jumped they gun and loaded tomorrow's new rates. Sounds like they will be mopping up and sending refunds on all standard envelope purchases.

For everyone experiencing this issue - are you actually being charged the higher rate or is it just being shown to you on the "ship your order" or bulk label purchase pages?
This issue seems to come up every time there is a postage increase affecting ESE and eBay's answer in the past has been that it is a "display issue" - meaning the coding for those pages is updated with the new rates early but (assuming the Ship On date is set for today) the amount shown on the printed label and actually charged to the seller is the correct lower rate still in effect today.
I'm sure there's a more recent example but here's a post from 2021 of the same thing happening and eBay community staff confirming at the time it was just a display issue.
To confirm if you are actually being charged the higher rate or not, check under Shipping Labels in your transaction reports under the Payments tab.

Thanks @jaschufl-0 does it also show that when you look under the Payments tab as well? Just trying to cover all the bases.
devon@ebay elizabeth@ebay kyle@ebay just tagging you in here to confirm if this is a display issue like it has been in the past and if not, what do sellers need to do to be refunded for any incorrect actual overcharge?

I don't see how anybody can check that yet since ESE is not billed at time of purchase. It's typically billed a day or two later.
I have listings offering calculated ESE rates and they are showing buyers the new rates in active search. That's only happening with ESE - package services with calc ship still have today's rates.
Anything I sell with free/flat ship I generally increase my prices/rates the week before the price change to avoid issues with day before/of/after a rate change. Maybe that will help somebody for the next time.

Thanks @wastingtime101 didn't realize it takes a day or two for ESE to show there.

Either way - at least calc ship is reflecting the higher rates so Saturday orders are covered. Flat/free ship sellers should have updated their prices by Saturday anyway since Saturday orders generally won't ship until Monday as most POs have very short Sat hours.
If items sold yesterday (Friday) and sellers planned to ship Monday, they'd deal with the higher rate no matter what, so this wouldn't impact them any different than expected.
If any impact (if this isn't a display issue), it will be on Friday orders sellers decided to ship today (Saturday).
Another method I've used in the past was to add a handling fee on Thursday for calc ship listings, then remove it by Monday. That way I was covered for Fri/Sat orders with calc rates that didn't ship until Monday. Maybe that tip will help sellers in future.
