When refunding to a buyer the seller can refund the amount paid for the item and shipping. How does sales tax get refunded? Does Ebay refund that directly to the buyer?

If an item never arrives to my buyer, I will refund the item and shipping payment. Who or how does the sales tax get refunded to the buyer?
