Listings still appearing after Send Offers

I click in 3 offers to send offers as usual, it says offers sent, but they still appear in the "Listings eligible to send offers"

Is it possible new watchers are on these items? Then perhaps a new offer could be sent?

I have the same issue. I have sent the offer three times and it still appears as eligible to send offers to. eBay  has been very buggy lately since their latest "improvements".
