Link for opting into guaranteed delivery

My seller hub sellers page has a banner that says "your listings qualify for guaranteed delivery".  There is a blue Button that says "opt in now".  When I hit the button, I am taken to an information page about the program, but I cannot find any way to actually opt in.  When I go back to seller hub, the banner is still there,  so I assume I am not opted in.  I have attempted this with 2 different browsers.   How can I correct this?

There's a blue button up at the top of one of the first pages that says "start selling"  Clicking that seems to "activate" the offer........
