I am both a seller and occasional buyer.
Today as a buyer, I received an offer that says in the shipping "Item does not ship to you." The seller is in the US and my shipping address is also in the US. This also means that I do not see the shipping charges unless I go back and view the item.
As I seller, I am concerned that my potential buyers are seeing the same thing. I have sent out many offers and I usually get sales from them and now nothing. How can I tell if the buyer is also seeing the same issue when I send out offers. I realize that they can still probably accept and pay, but this is probably scaring them away.

Me too, I received an offer today from a seller and got the same message, I'm confused why does it says that? I've noticed it after I purchased something from a different seller but they shipped to me, I live in the us too, I'm from Missouri, it doesn't make sense and I'm a seller too, I'm concerned because I sent out offers to potential buyers yesterday or the other day and hope they don't see that and think I don't ship to them when I do, I wouldn't send an offer if I didn't ship to them, I hope this is a glitch and eBay fixes it soon.

I did not know this was even an issue until a buyer messaged me today after an offer I had sent him. He just joined in August, no feedback. It sucks this is his experience. I have sent offers all weekend, with no sales.
I know we are not supposed to do eBay business off eBay, but what are my other options until this gets fixed?

This happened to me today. I accepted the offer anyway hoping it would be different upon payment but it was not. HOWEVER, everything was correct IN MY CART. The item showed up in my cart with the shipping showing. I hope you have the same luck. Sellers let your customers know to check there cart if this happens.

Check the cart. The same thing happened to me and I saw an item was in my cart and there it was with the correct shipping.

Thank you for the suggestions! My buyer did get to purchase it for the offered price eventually, but I'm not sure if they did the "ignore message & click blue button" or if the glitch is fixed. Makes me wonder how many other potential buyers that had offers did not message me.

Velvet, just for information.........the item was not on a watch list........I was researching a like item and went to the listing a couple of times. Don't know if that might help narrow it down.

I've passed on multiple items I wanted to buy that I received offers for because of this error so I imagine that it is hurting sales for a lot of sellers. In fact just today I received 5 offers from various sellers for an item I was looking at and added to my watch list last night and low and behold 4/5 say this 'item does not ship to you'. The only one that doesn't say that is one that has free shipping.
After seeing this thread and really wanting to accept one of the offers as it was too good to pass up I just went for it. Despite it repeating multiple times in the process 'item does not ship to you' and not showing any shipping costs they magically showed up after I accepted and went to actually pay. I can't imagine how many sales are being lost because when you see the error it catches you off guard as a buyer and you think 'what the heck' and just pass on the items as I know I've done it multiple times prior to this.

Last week I had a Seller refund me a week after receiving my payment. The reason given was "Because they could not Ship to me". I thought this sounded pretty strange because we are both located in the USA, and I get packages from all the major carriers. I asked them to explain, but heard nothing back.
Yesterday a different Seller (Again in the USA) made me an offer regarding a watched item, but when I go to look it over I see the warning "Item does not Ship to you". I declined the offer, and asked the Seller for an explanation, but have heard nothing back.
So hear I am, wondering what the heck is going on with eBay ?

I wanted to respond to the quote above posted to me. Of course I am upset with this error. I did not mean to say that people have not lost sales because of this error, of course sales have been lost. Not sure how my post came off that way?
I was simply trying to give people a work-around until it is fixed. It is horrible bug in the system. I have contacted eBay tech support and made sure there was an open ticket on the problem.... Velvet has verified that ticket is open. Why it is not fully fixed yet is beyond me. There are a few reports that it is happening less now but I can't verify that.
What a seller can try to avoid potential buyers from seeing this message is instead of sending offers (if they are having this issue) is lowering the price of the item by at least 5%. That is supposed to trigger a message to all watchers of a price drop. I have not heard of any "does not ship to you" errors for this type of price drop message. This is a possible temporary work-around for sellers.
Hopefully it will be fully fixed soon so we can use offers with confidence again.

Had this issue all day, I wanted to bid on 2 different items I had been watching, will not allow me to place a bid or even see a picture of the item, as the people in Florida do not ship to North Carolina per eBay?
