Issue accepting a counteroffer on my computer, it seems to 'counter' again instead

Three times in the past few days, when customer counters an item, and I go to accept it, it says 'accept' but it is seems to essentially counter with the same amount they sent me. So they the have to accept that amount again. It has the box when the seller counters of why they should consider your offer. 

 

I accepted an offer on my desktop the other day and I noticed it never processed and moved from sent to 'completed offers', essentially running out of time for them to accept my counter. Pic below shows an example of a counter I was going to accept

The last two counters, I've gone on my mobile app and had no issue, it processes immediately

Problem 1: I am also having this major problem. It seems to be related to sending offers to interested members. When I send an offer, the buyer counters the offer, I accept and the item stays for sale. I know this is an intentional update because the language says the item remains for sale until the buyer pays. But with no accountability there is a virtually 100% NPB rate.

 

Problem 2: But the bigger problem is that I am having a lot of payments fail. Buyer send a new offer and I accept. in virtually 100% of those offers there is a message "we couldn't process this payment". The buyer never knows they purchased the item or the offer was accepted and they very very rarely pay.

 

Screenshot shows Problem 2 but OP's problem is a major one too.

Hi and this is my first experience with a buyer accepting my buy it now offer and then Ebay not accepting it, because we couldn't process this payment. What can they process besides raising fees and adding more inefficient changes. They need a serious change in Management and the platforms they use. Look at all the lost sales and revenue for both ends. Ebay wants you to promote your listing. But now the buyers either can't see your items with their category manipulations or the buyer can't pay for it with this latest fool installation or change.   I'm at a loss why this continues. They should make Antiques and Collectibles a separate division. Well again I will cease listing since I can't get paid for items.

Things are how they are. Best way to be productive is to just keep moving forward. I have a lot of inventory myself that just doesn't make sense under the fee structure. I just don't list the products or offer them here, but am usually just quiet about it. I am confident ebay has already done the calculus and big picture it must make sense to them as those sales being an acceptable loss. But the errors above hurt buyer, seller, and ebay. There is no winner when payments are failing nearly 100% of the time. There is literally no worse buying experience than a credit card decline, it is embarrassing to the customers and may be the reason they are abandoning their carts.

Offers have been an issue for too long, everyday for weeks. In this store I have 60k items and went 48 hours with only 4 offers. That is what I normally get in an hour. Errors when I try to send offer and buys not able to send offers. It's crazy
