IS 5% SELLER DASH BOARD STANDARD ??????

IS 5% of assessment of seller's standard for above/below standard ??? anyone knows ??? 

I am on hold of selling limit now my case open withous seller resolution is above 5

I believe top rated sellers have to maintain at least 5% for Tracking uploaded on time and validated.  For the other metrics, must maintain at least 3%.
