Every time I try to refund a buyer a get an error message stating"It's not your fault it is ours go back"
I have gone back 7 times same error message.
How can I resolve this and get a refund for my seller fees. If I refund through Paypal I will not get my fees refunded.

try a different browser.........if you don't have that........... close the browser and reboot and then try .......that should clear out any rotten links........

Do you have the full amount of the refund including tax in your PP account? If not, that will cause an error message.

I tried the browser,and reboot no luck.
Since, I do not accept returns, I made an exception with the condition to refund only the cost of the item. She agreed. So, what you are saying is the eBay is expecting me to refund the total amount? eBay only includes the cost of shipping no tax line. I am better off to make a direct refund through Paypal under the conditions of the refund.

Some kind of a glitch as even when I add shipping into the equation still same error. I am going to refund through Paypal.
