Try using a different link to rule out a bad bookmark or a page that is not redirecting properly.
Anything odd about your network provider? Any recent changes to your network? New privacy or security software or settings? Using a VPN or hotspot?
Are you able to reach ebay.ca instead?
Is the problem only with one device, or all devices on your network?
If multiple devices or it is your only device, try rebooting common network hardware like a cable modem, router or switch.

Go here on your chrome browser:
chrome://settings/content/all
scroll down a bit.....
Click "See all site data and permissions"
Find the ebay cookie and make sure you are not "blocking" ebay with one of the settings.....
this is one possibility,,,the other may be your firewall settings

It is might be the click bait ad from a microsoft approved on line security company. They appear on Google phones and search engines.
Does the page go to an error message or something a little more meaty in content.

Maybe using your computer at work that you are using is saying that. Not allowed to log on to a lot of sites of a work computer . And nowadays a lot of people work at home where a computer is provided for you to do your work on which will not allow you to go to certain sites.
