Coding error for user checkout

I write this here, trying yet another venue, to attempt to have the coding department fix a checkout problem I, along with other buyers have had attempting to get to checkout from cart. There's no problem actually paying when you can work around the poor coding to arrive at checkout.
I have bought a number of items individually without issue, but the last 3 times I have won multiple auction lots for postcards, I get this error message when clicking the GO TO CHECKOUT button in my cart, "Sorry, we can't complete your checkout at this time. Please try changing your item quantity or check your account status."
This has involved 2 different sellers whose items I've bid on and won. The issue is not the seller. I have verified through customer reps and an E2M staffer that I have no account issues. However, the last 3 times I have attempted to checkout from my cart with quantities between 5-10 postcards, the error message appears. I cannot get to checkout from the cart because of the error message.
HOWEVER, I have successfully paid for these items as mentioned with a work-around. This identifies the coding issue in the CART. I can easily arrive at checkout by clicking the PAY NOW button in any one of the items which I've successfully bid upon. I can also easily checkout clicking the PAY NOW button on either seller's invoice.
This is a workaround, but eBay coding should correct the original flaw. When I attempt to purchase multiple postcards, I get the error message in the cart clicking GO TO CHECKOUT never allowing me to pay for items. I have no problem getting to checkout when clicking any PAY NOW button in the item listing or seller invoice, then paying for the items, and getting the items sent to me.
FYI, this only started for me during summer 2020 with an early July purchase. Have bid for and bought multiple postcard lots through the cart checkout button prior to June 2020.

Yes, I've been buying on eBay since 2002 with no problems paying until recently when I haven't been able to pay for 5 different combined listings from an experienced seller who has just recently begun using Managed Payments. The seller told me it was an eBay problem, and he has thousands of unpaid items. When he sent me invoices I was able to pay, though even this process had some bumps in the road, like an invoice with 47 postcards that wouldn't let me pay as the final 7 items had error messages. And now some sellers can't send invoices due to an eBay error. I know, because I'm one of the sellers getting the error message, "There is some technical error, please try after sometime" when I try to send an invoice.

eBay has not decided to fix this problem. Same at issue at checkout today, October 20.
