You said "US-seller", is the seller registered in the US according to their feedback page?
Is the seller new to selling?
Either of those might be an indication that the seller has not set up their account correctly -- particularly if there are no indications of feedback for any successful sales recently.
It is also possible that some new recent issue has caused a problem for an otherwise experienced seller, and that the seller will need to update something related to their payment options with eBay or PayPal or both.

Ebay has had and been working on this issue since February 10th. I get customers all the time saying this and ebay has cost me over $5000 in lost sales because of this.

Some sellers do NOT want to be part of a payment where several sellers are paid. In that case, you can pay that seller separately. I thought it was a setting in Paypal, but recently I saw the setting in Site Preferences on ebay.

Mine has always been yes, these checkout issues go deeper than that being ebay cannot fix them and it's been over 1 month.

I did just talk to ebay about another error (with drafts) and asked about the checkout/offer issues and YES they are still trying to fix it.

I am on Managed Payments. I had both a Paypal and a bank account listed for payouts. I have now deleted the Paypal payout option. Ebay has been taking out all my shipping fees from my Paypal Account and I would not have known this unless my Paypal account was low on funds. I have since back filled my Paypal account, but I thought that Ebay was going to use Managed Payments for everthing monetary on my Account. I guessed wrong!

Since yesterday I've had a checkout problem saying "The seller does not ship to the location selected. Change your address or remove the items to continue." I've bought from this seller for years at this address. The only change I know of is that the seller has recently started using Managed Payments. I've sent the seller 3 emails about this, but he is very busy as he sells a few thousand items each week so no answers so far.

I don't even see where you can choose a different method of payment, just that the seller can't accept payments right now. I wonder if it is because they haven't set up their managed payment situation like Ebay is requiring now. New seller that I am dealing with.

It's been a big issues for the past several days, Ebay customer service told me he has taken calls from complaining buyers. None of my customers have been able to pay for the last hour, the issue as a whole has been going on (off and on) since Jan 2020.

Ok, so I'm a seller who had this issue with a buyer and it was totally on My end. After days back and forth with Paypal and Ebay we figured it out. When I created the listing, under the payments section next to PayPal it lists an email address. If that address does not match your current Paypal email address, payments can't go through. When I created the listing, I just left most things in default including payments and didn't notice this error. It was an old email I no longer had access to so my only solution was to cancel the sale, relist the item with a "buy it now" price of what the bidder had won it at, and give the new link to the bidder to go and make the purchase. Luckily the bidder still wanted the item and successfully paid for it. Hope this helps anyone having trouble because I spent days searching Google and forums and couldn't find anyone who had posted a solution.
