Does anyone else is having trouble checking out today? I´ve been trying three days and with three different credit cards and there is no way to make any purchase today...
The problem is that I need this material to be shipped as soon as possible, but it seems nobody is listening or trying to fix this... it has been very frustrating to make any purchase today...

I've been complaining to ebay about this issue since Feb 10th and it still has not been fixed.

When I go to check out, every time, first: Please re-enter your credit card number. (ask me to re-enter my credit card number every time, every time, every time, no matter what happens, every time when I go to check out, ask me to re-enter my credit card number.
Then, I confirm the CC number.
Then, ask me again to re-enter the complete CC number.
Then, when I got this info, I confirm the pay...
Finally, this message pop up: Your payment didn't go through. Please check the card info and billing address or select a different payment option.
I already checked with three different addresses, three different credit cards, different banks, American Express, Visa, there is no way that this system accepts any payment... Men it has been frustrating because of this... if you have any other solution to pay with CC, please I´m open to hearing some advice.

Have you verified that your seller ships to (and accepts payment from) Mexico?
Is the problem just with one seller, or many? If one, the problem may be on the seller's end, particularly if the seller is new to selling or has not sold in a while.
Have you tried checking out using PayPal (if the seller accepts that)?
I did a quick search of the boards for similar errors, and found this suggestion:

It might be worth deleting that credit card from your account Personal Info section, and then trying again using another browser.
Although this thread deals with payments to eBay directly (rather than to sellers), there is some info about credit card validation here that might be worth considering:

Oh thank you bro, but I'm not paying with a Mexican credit card; it is an American Express gold card with no credit limit, so believe me, it is not a banking or credit card problem. I called to my bank many times, but every time I call, they confirmed that the cc or account is not the problem. We used to buy another stuff in amazon and there is no problem with it. Also, I have 4 products in my shopping cart, different sellers, different products, etc...
Also, I tried with different explorers (firefox, chrome, explorer), but the result is the same... Believe me, It has been very frustrating. For 3 days trying to buy some stuff for my business but is the same.
I hope these guys fix this soon because of the inventory I need for my business. Thanks!

If a seller is not set up to receive payments from an account registered in Mexico, they may not be able to accept your payment, even if it is made using a US credit card or bank.
It might be worth trying to check out each seller's items individually; there may be a problem with just one seller in particular.

But how does eBay know my account is from Mexico if I´m currently living in Texas?
On the other hand, what should be the situation if my account is from Mexico and my credit card is from the US... what is the restriction... I can not order if only my account is from Mexico? A lot of contradictions to restrict the sellers... I think...

Your account is registered in Mexico, according to your profile page.
Some sellers may prevent users who have a primary shipping address in a location the seller does not ship to from bidding or buying.
There may be other settings in the seller's PayPal account that prevent the seller from receiving payments from buyers with a foreign bank account in some cases, for instance.
There are many ways that a transaction can fail, and when the buyer and seller are registered -- or located, or banking -- in different countries, that can often be a complicating factor.
If a particular seller has set up their buyer requirements in a way that you are blocked, you may be able to ask the seller to change those settings or else to add you to an exemption list:

In my opinion, eBay is complicating the way to make business, why so many restrictions for buyers? why restrictions should be for buyers? why restrict the way to purchase in US? Does Texas have any restriction to buy? It is not easier if we can buy it per country? If you´ll put some restrictions to sell for sellers, why complicate this for buyers... anyway, my opinion is simplifying the way to do businesses and these guys are getting many restrictions to complicate for buyers, not for sellers...

Not every seller wants to sell internationally.
In many cases, the seller previously set up the account in a particular way, and then may not know (or remember) that certain buyers may be excluded, or that they can check the Buyer Requirements Activity Log to see why a particular buyer was blocked.

This is so confusing and frustrating... I´m in the US, living in the US, buying with CC from US and with many restrictions... why not restrict the sellers before they upload some products instead restrict the buyers once we make the research, choose the product, make the payment and get all these all steps wasted...
Anyway, this is why I think eBay is not simplifying the way to do business, this is why we are buying in a US webpage to buy and sell inside the US... to simplify the restrictions...

You are on the US site, but you are not using a US account, though. You are using an account that was registered in Mexico to make the purchase. And if you have an address in Mexico as your primary address, you may be running into one of those restrictions set up by a particular seller.
If I use my US account to make a purchase from a seller in Mexico, even if I am located in Mexico and using a Mexican shipping address, I may run into the exact same issue, depending on how the seller has set things up.
I do not know for a fact that that is the problem in this particular case, but it is certainly a possibility worth considering.
If you are currently living in the US, you may be able to change your registration from Mexico to the US; I have not done so, so I do not know exactly what is involved (aside from providing a US address), or whether you need to contact eBay to complete the process:
