You can still send via  the app if you have to.  But the web browser method is busted.  I tried from 3 different browsers.  No go.

Once you get a "thread" going with the person, you can then send to them on the browser again.

I saw this reported on the Selling thread as well, decided to try it myself and got the same thing; haven't tried the app. It appears that I can send additional messages to members with whom I've previously communicated with.

Yes, you can only reply message but you can not send the new message to new customers.

You can use the App to get around it for now, at least to initiate a conversation till this is resolved.
