For almost 2 months I have this issue / glitch.
Tried to delete history, cache and cookies.
Called twice to CS and sent screenshots of the issue I'm having.
The glitch is when I click on "Report item", in the window that opens up I can't choose a reason for report ( The scroll down menu doesn't exist.
So I can't report. Does anybody have this issue also?
I'm using Chrome browser, WIN10, PC.

Same here: Cant fill out the form to file a report.
Drop down "Report Category" will never be populated, no matter how long I wait after page load.
Hence the the following two drop-downs are grayed out, as well as the "Report" button
Have tried the following browsers without success:
Windows 10 - Chrome Version 80.0.3987.162 (64 bit)
Windows 10 - Firefox 74.0 (64-bit)
Windows 10 - Edge
Windows 10 - Internet Explorer 11.719.18362.0
Android 10 - Chrome 80.0.3987.162
Incredible how passive Ebay is handling this issue considering the corona pandemic and all the erroneous PPE equipment circulating the world at this very moment. A matter of life and death actually.

Update to my previous message:
Suddenly I was able to get the drop-downs populated, and I was able to file a report.
It was working only for a brief moment. Now it is locked again. I could only verify it was working on Windows 10 / Chrome.
Seems to be an intermittent server in ebay software or hardware.

Same here, has been a problem for months. Glad to see I am not the only one. I wonder if "reporting" a listing even actually has any use. I have even called in by phone to report really illegal things that are posted. If you manage to get routed to a call center in North America, the person you speak to on the phone can actually pull the listing right away. The call centers in asia however just read a script and I wonder some times if they even actually have computers in front of them, or are just there to answer the phones and pretend like they are doing something.

Or you can stop being the eBay police and simply not buy such items. Sounds like a great solution.

eBay wants to allow bogus items to go through the system, probably because they have so screwed up their brand that they're desperate for revenue and users. I believe the glitch is intentional.
And yet other users are apparently able to successfully submit those reports. How does that fit into your theory?

change the ebay.com address link to ebay.ca (just change it to .ca) and it will work!

Same here - did all that you did and I get the same screen. Can't report anything on website. App has options missing for price gouging suddenly. Pointless really.

I had the same problem, you need to report the item on it's original ebay country site. I had an issue with an item listed on ebay.co.uk, and so the "report this item" tab wouldn't work properly until I clicked on it on ebay.co.uk, so that solved the issue for me

I was trying several times, without success, kindly asking ebay.com to step in!
There're a lot of fraud auctions which should be reported, I don't believe this is not in the interest of ebay!
for example:
user with 0 sell and product for 450 euro to be offered for 10$!!!!!!!!!!!!!!!!!!
Fraud for sure!!!!!!!!!!!!!!!!!!!!!!!!!!!!
