The seller made me an offer, two new buttons 'Review Offer' appeared (a blue strip near the listing's header and a new button under BIN and Add To Cart buttons).
If I click any of them, a review window with offer details appears with Accept Offer button. After I click this one, another review window appears with fewer details, it has Accept Offer button too. But when I click it, I get an error message:
'There is an issue processing your request.'
I've tried another browser, tried clearing the cache of my browser, even installed an eBay app on a smartphone. The result is the same - error message.
What could go wrong?

Are you sure the seller ships to Ukraine?
When eBay allows a seller to make an offer, the seller does not know your location. If the seller is not set up to ship to your location, or to receive payment from your location, you may not be able to take advantage of the offer.

Yes, the seller ships worldwide. The shipping section of the item is calculating shipping costs without issues, the same shipping price is shown in preview window while accepting Offer.

Is the item still listed? If the item has sold or ended you will not be able to use the offer, obviously.
If the listing is an auction, has it received any bids? If so, any outstanding offers are no longer are valid.
Otherwise there may be some setting in the seller's buyer requirements that blocks you from making a purchase -- unpaid items, or a prior purchase from the seller that puts you over a limit.
Are you using PayPal? Check your account to make sure everything is up to date and you do not need to provide any additional documentation, though it sounds like you are not getting that far in the transaction before the error occurs.
In some cases, it might be worth trying to complete the sale on another country site such as ebay.ca just in case there is a specific issue with ebay.com.
If the problem is a temporary glitch, you may be able to complete the purchase later.

The item's still listed, it has no auction, only 'Buy It Now' option. The offer still shows 30+ hours for me to accept.
I believe I have no unpaid items in the past.
Yes, I'm using PayPal. But from what you're saying I understand the final 'Accept Offer' click should immediately launch a transaction? And I should check my card's bank account settings (like payment limits etc)?

Logged in under ebay.ca, the same error message.
Checked the card account and bank - no known issues.
The only option I got so far - to hope it's a temporary glitch.

It's not you, it's eBay. I'm having the same issue, getting different error messages in Android app and on web platform. I found other minimally useful info on other boards - it's apparently a known issue - but none of which solve the issue or allow me to continue with the purchase. I really hoped there would be an answer here, but there isn't.

I had a customer message me this morning saying they couldn't accept my offer. Some kind of error occurred. So I had her send me an offer and that worked. So it must be a site issue.

I had a buyer message me with the same issue this morning. He said the same thing happened to him yesterday with another seller. He wasn't able to send me an offer and I didn't have the option to send him an offer (presumably because he already had an offer from me). I ended the listing, created another listing using "sell similar" and added the best offer option. It's a workaround, but how many buyers are just giving up in frustration instead of reaching out to sellers.

Having exactly the same issue now. Haven't they fixed it for almost 4 months?
Reviewing the console in Chrome DevTools I see errors like
Refused to execute inline script because it violates the following Content Security Policy directive: "script-src http://*.ebaystatic.com https://*.ebaystatic.com http://*.ebay.com https://*.ebay.com"
but they appear on page load, not on actually performing the action, so might not be related.

I spoke to ebay customer support and they said it is a technical problem and they are working "very hard" to fix it. I ended up buying the item for the BIN price and asking the seller for a partial refund, which she/he graciously provided.
In my case it was regular, off-the-shelf item and seller and buyer were both in the US. There were no shipping restrictions and BIN worked just fine.

I am having the same issue. I was told they were "working on it" some time ago. No fix, however. It is very frustrating
