I have a coupon promo running for $20 off every 6 items. Each item is currently priced at $10. Why is the coupon taking off $20.04 instead of $20.00?

It is rough math - $20/6=$3.333. eBay round that discount to $3.34.

Reason for the rounding is that eBay allows for item level discounts / they approximate your order level discount.

So, $3.34x6=$20.04.

How about BUY ONE GET ONE FREE giving 50 % OFF???? My items are already discounted 50% and I am trying to unload QUANTITIES! **bleep** ebay? It worked correctly in November - who knows what they screwed up but that seems par for the course. Something works right so they must screw it up!
