You don't; if sale is done, buyer paid- just ship it. You probably allowed ebay to 'change the price' and didn't realize it.

Was there a time in the past that you sent an offer for $18 and also selected to have eBay send future offers?

This is confirmed as we can see $22 in search, but eBay's Product Research tool shows the actual price $18 and the above link says it was an accepted offer.
eBay defaults the selection to automatically send offers, so if you don't want that to happen you need to toggle that slider off before sending your next offer.
If you want to check whether or not you have any other listings with auto-send offers currently enabled, follow the info here:
You can save time by enabling offers to be sent automatically to buyers interested in your current listings . You can change the settings for your automatic offers by going to active listings and selecting the status With offers sending automatically. This filters all your listings with the automation setting enabled.
Select View Offer settings to manage your automation setting.

Correction: Those instructions from the help page are for the old Seller Hub format. Since eBay changed the Seller Hub navigation, I believe the new path is to click:
All Filters > Status > then there should be an option under there for listings with automatic offers enabled.
