Same experience here for me yesterday and today on Firefox.
This necessitates going to Manage My Labels, reprinting the labels one at a time, and then printing the scan form here (which I would have had no idea how to get to if I hadn't saved this link given to me by CS from a different problem with labels several years ago):

There is no way I know of to reprint the label summary page.
(There really needs to be a way to reprint all labels created in bulk without having to do it one at a time.)

OK, we're getting the Print label page today, but the scan form link is now missing (see yellow highlight below):
The scan form link needs to be restored.
Until that's fixed, a scan form can be printed from here:

Hey @trustn-57! There is a new ticket open to have this issue with bulk label printing resolved. The open ticket is under ALERT15579 if yourself or others are needing to reach out to customer support to have your account added to the ticket as an example.

got the same error message today. is there a way to re-print them in bulk. I have over 100 labels to re-print. don't want to have re-print them individually
I believe Devon's response was to contact support to have yourself added to the ticket. You can request a callback from eBay support from this link:

I would ask them if it's possible for them to help you with a reprint of all labels at once (assuming they were actually generated). I don't know of any way for you to do this yourself.
I do know (from a previous time this happened to me) that they were able to void all the labels at once and give me a refund that day (rather than having to wait the usual 21 days for the refund to come through) since the problem was on their end.
