Everyone I know who uses ebay had their payments declined "by their bank" according to ebay. Imagine the calls of harassment banks everywhere are getting today. It didn't just happen to you. It happened to everyone!
Tangent: I wonder how much/if money can be generated by from interest by delaying payments to every ebay user in America by one day...

Ebay's PR department is going to be busy when the story starts hitting today.... It does appear that EVERY user is experiencing this problem.

Same here! Merchant support rep said the phone lines are blowing up with managed payments issues and the MP support has a 2 hour wait time and they shut off the call back feature. It is almost laughable at this point.
It seams like MP is a ponzi scheme at this point. It looks like they are trying to use the held funds from the screwed up return process to pay other peoples payouts in an effort to speed up the system but then they run out of money to transfer and here we are. Either that or its another server failure..... I dont know what is worse- intentionally withholding payouts or literally building a computer system that cannot handle it? It is time to put your tail between your legs ebay and go back to the table with PAYPAL. work it out.

Yep just got that email that my bank declined my payout.

One would think they would just send out another mass message that explains it to head off the calls... Millions of emails saying "don't panic, we had a problem" is NOT worse than millions of emails having users thinking their bank is declining followed by angry calls.

I am with Schwab bank and they are incredibly helpful. Here's what I learned:
1. No deposit was made into my account
2. No deposit is pending
3. They searched their entire transaction database (not just for my account, the world!), and there has been no deposit attempt accepted or rejected for ANY account for the amount eBay says THEY "ran into problem" with and I should check with my bank.
4. PayPal balance is zero. So far the auto payout has shown up in PayPal for a short time and I was able to make the transfer. My first payout took days and I spoke with eBay. They told me it would normally be two days "once everything" was working correctly.
They must be very busy right now. Calling is not available, as posted already.

When I called about the delay in making a deposit and asked how to opt out of automatic payments, I was told it would be my only payment option in a few months.
