why is ebay not accepting my debit card payment ?

eBay accepts debit and credit cards.

When your government is low on foreign reserves they allow banks there to limit foreign transactions.  Please contact your bank.

I am seconding what @fab_finds4u said. In addition, I would suggest double-checking whether your card has any of the following restrictions set by your bank:

a special limit on Internet transaction value, which your bank may have set (it can be changed by contacting your bank support staff etc.);

anything about double conversion. E.g. the seller charges you in GBP, your card currency is PLN, the amount has to be converted via EUR, and such double conversion is not permitted by your bank.
