It is not "pre order" but "per order", i.e. "for each order"". Please see Selling fees | eBay: "We charge one final value fee when your item sells, and you don't have to worry about third-party payment processing fees. This fee is calculated as a percentage of the total amount of the sale, plus $0.30 per order". I.e., eBay charges you (1) some percentage, plus (2) $0.30 for each order, and this $0.30 component is charged irrespective of the value of that order.

eBay's Final Value Fee consists of two parts: (1) a percentage of the total amount paid by the buyer and (2) $0.30 per order.
Further, eBay's User Agreement states this: "An order is defined as any number of items purchased by the same buyer at checkout with the same shipping method."
