I received and offer from a buyer for $45 on an item that is listed for $15. I accepted the offer and immediately received an response asking for my email address and cell phone number so they can pay through PayPal and send me a text message when they pay. I then sent a message to the buyer asking if they meant to offer $45 and they again immediately responded with yes I did please send me your email address and phone number. I do know the saying to good to be true and yes this does seem too good to be true.
My question is:
I'm fairly new to selling on eBay and so far all of my transactions have been handled through eBay. Is this how PayPal payment are handled through eBay?

He is not going to pay. If it's still unpaid at 4 days, eBay will cancel, refund your fees and give him a strike.
eBay already knows about this kind of scam. Reporting it would be energy wasted on your part.

Please make a note: NO buyer ever needs any more information than he sees on the invoice he receives after buying an item listed on eBay.
That means that ANY attempt by a buyer to get further info from you is probably the first step in a scam.

So, I tried to cancel the order and eBay doesn't give an option that this would fall under. How can I cancel it or should I just let time run out on them to pay?

Also, is there a way to alert eBay of this scam?
