Rubbish service from eBay

As a seller eBay has a bug with my account that despite repeated calls and complaints they are not able to fix. The service light received have been very poor. Indeed there is no flexibility payment method. Which means eBay is hanging onto my money through no fault of mine. Can anyone please tell me contact email addresses for the CEO of board members, perhaps in the UK or USA?,that despite repeated calls and complaints they are not able to fix.
