I have been an ebay seller for about 17 years with over 1100 positive feedbacks, no negatives.
When ebay started there so called manage payments system, for some unknown reason I was not allowed to register. After maybe 10 conversations on the help line somebody suggested I change my email address. I did that and then I managed to register.
I then sold about €1000 euros worth of items. Ebay refuse to pay me this money and they are continually asking me to verify my identity. I'v done this say forty times using my passport, driving licence and identity. card They just keep asking me to do it again. I've been on to the helpline maybe 20 times and always get asked to do it one more time. Some agents have viewed the documents I've provide and said they are perfect.
All of them tell me they will do everything possible to resolve this issue for me, but it never happens.
I should say I have a second ebay account which I opened last year using the same verification documents, but of course I have very little feedback on this account and cannot sell outside the country.
So I just don't know what to do. Most of all at this stage I want my money, and would be quite happy to close my account to get it. But I have no confidence that if I do that I will receive my money.
Can anyone offer any help?

This site is aimed at USA eBay sellers, and most are fellow users in the United States. I do not know what country you're in, but there are different rules for Eurozone sellers and most Americans can barely keep up with the chicanery and acana of USA eBay. You might be better off contacting a board dealing with your own country or at least in France/Germany/Netherlands etc.

Was your selling account originally registered on eBay Ireland, or a different eBay website? And where was your registered address when you started selling, and when you first registered for managed payments?
Once you have first tried to registered for managed payments, you can't change the country where you are registered, and this has caused issues for a lot of buyers. Especially in Europe, where people tend to move freely between different countries, and may not anticipate issues like this.

When you changed over to managed payments, were their problems on the Payoneer side? I know when you register your account with them all info must match identically.
Letter for letter, word for word, address for address, etc. All info must be exactly the same.
As @evelyb30 stated you may be better served on your community forum. Perhaps they can offer some more help and hopefully help you get your account back on track:

You might also try the Facebook for business link. They've been known to be very helpful as well, more so than the CS that Ebay provides:

Hi. I don't know what pioneer is, never heard of it.
If the problem was some kind of typing error or something similar, I would have expected one of the maybe 40 agents I've spoken to to tell me that. I've resubmitted my documents multiple times.

Thank you! I will note that info. I wasn't even sure if Ireland was still part of the UK anymore until I looked it up. lol. Just Norther Ireland.

Payoneer is the payment processor for certain international countries. If they were Ebay CS agents it's not surprising. Most of their info is incorrect.
As @lacemaker3 posted, sellers in Ireland use Adyen as does the US.
