Hello this is my first time using ebay and I was just trying to figure out how to make a payment on a car that was put on reserve

Sellers don't reserve a vehicle for a particular buyer.
eBay doesn't reserve vehicles for a particular buyer.
The only way you win a vehicle is to be the highest bidder at the end of the auction or you hit the buy now button if it's a fixed price listing, or you make an offer in the listing the seller accepts.
In order to have Vehicle Purchase Protection, the buyer, the seller, the vehicle (on the purchase date), and the financial institutions making and receiving the payment are all located in the U.S. or Canada.
That means you should be using a bank check or bank wire from your bank to their bank. You should also do pre-purchase research and inspection before paying.

That should have been deposit not reserve;
If the car was found on eBay, then you pay the deposit through the listing and balance when you pickup the car. All cars sold on eBay should be inspected in person. Except for the deposit (which is nonrefundable in most cases), all car sells on eBay are non-binding, either party can walk away.

If you have already paid for this "car" with gift cards, your money is GONE and you can NOT get it back.
There was NO car.
There is NO "reserve".
That is NOT the way eBay works.
On what site did you find this "car"? Was it Facebook Marketplace?

Then you say: "I found outside of ebay "
Which is it? If it is a car listed on Ebay Motors, then pay the deposit and arrange to get the car.
If you found it outside of Ebay, then how is Ebay involved?
