I sold an item for over a grand. It’s been 16 days since my buyers received their item. Everyday eBay tells me I’ll receive my money in 24 hrs.. everyday! Anyone else experience this? Still waiting for my money..

For items that sell for more then $1000, they'll hold the funds for 21 days.

They are refunding my fees for this item. Are the 21 days in writing somewhere?

Under the payment policy.
"Additionally, we may hold your funds for 21 days if we determine the transaction to be a risk. Category, price, and seller standing can all contribute to this decision. You can identify this by the estimated release date in the sold section of My eBay."

Refunding fees and 'receiving money' are two different things.
- If you're wondering about the seller hold, yes... the 21 days is in writing. Check the Help & Contact pages.
- If you're wondering about refunding fees... to explain that timeline, we need more information, please.

Actually the seller did not place a hold on my money eBay did. My buyer is completely satisfied. eBay says they will refund my fees because they have delayed my payment. They have obvious issues..

They haven't delayed the payment.
The item sold on the 2nd, if the buyer paid then, the funds will be released the 23rd or the 24th.
Last year, they started holding payments for $1000 or more for the full 21 days.

Exactly who informed you that eBay will refund your fees because they have delayed your payment?
Why would they do that when they've made it pretty clear that funds from a large sale can be expected to be held for 21 days?

Not always. I think the low feedback--not bad just not a lot of activity--and the high price for the item probably dictate the hold by eBay. However, I agree with the OP that if the item has been received and the buyer is happy the funds should be released.
Should be someway for the buyer to indicate--beyond feedback--that they are happy with purchase and the sale should go through.
Holding money for 21 days is a long time. eBay claims they don't gain interest on money but that money has certainly been drawn from the buyers CC company or PayPal so its sitting somewhere and it's earning interest a pittance I am sure but if you've several million sitting that way it adds up.
I recently sold something over $1K and the payment was just like normal
Another question for the OP how is a plant cutting worth $500-$1000?

I’m actually not a new seller. I sell exotic plants to prissy people.they hardly ever leave feed back. People with money never do. eBay has made lots of money off the fees from the things I sell. Why not let my money sit it stocks as well others for 21 days... still waiting to get paid..
