I've had the same ebay account for close to 20 years with a stellar track record. Over the last couple years, ebay has forced changes on me based on their pay-in / pay-out structure. Fine, I've gone along with it.
Now they are asking for photo ID and a bank statement or they won't allow pay-outs on my account.
I don't know about you all, but I'm not trusting this large an organization (a breach risk) with my private information when it's completely unnecessary. I'm not taking out a business loan here or refinancing my house. There is no need for ebay to have this information.
I'm not sending any of this. I'll just do what I need to do elsewhere. I can do most of this on Amazon anyway.
Ridiculous.

There is a Federal program called CIP [customer identity program] that requires Ebay to verify the identity of ANYONE they are going to be moving their money for. In other words, Ebay is REQUIRED by Federal Law. So while you may disagree or are unaware of the Federal requirements makes no difference. Ebay is doing what they need to do to comply with the rules.
You have a simple choice. To comply or to go without your money for several months. Eventually in 6+ months, if you don't comply. Ebay will release the funds to your STate's program for unclaimed money. Then you will need to apply for the money through your state. They too will require your identity be verified.
BTW I completely agree with you that Ebay should be asking for this information BEFORE a seller lists and item. But I don't know if there is a rule, law or regulation that requires they can't ask you for the information unless you are selling on the site. I simply don't know.

Yes, this really **bleep** me off. I've been selling for years and now they want my ID? What the hell is that all about? Big government wants everybody's face on their files even if we're not criminals. What bull**bleep**. I'm going to switch to another business.

NO it is not because of that. Your ID of some sort is only required if Ebay is having a problem verifying your identity. Ebay is complying with the Federal law.

Now that Ebay processes the money too they must comply to these laws. The important thing to remember is your name on your Ebay account must PERFECTLY match your name on your bank account. Even a middle initial difference can create an issue.
Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.

After some ten years of selling they suddenly need to verify my identity? Why didn't they verify it ten years ago? And they won't give me my money now unless I do as they say? What right do they have to steal my money? They may as well refund it to the people who purchased from me because I not shipping anything to anybody.

Well that should take care of your Ebay career pretty quickly..if you dont want to confirm your identity then dont. Doesnt matter how long you've been here, a sense of entitlement doesnt work on Ebay.

Ebay only became the Money Processor of Record when you entered Managed Payments. Before that, they had no FEDERAL requirements to verify your ID.
Per the federal requirements they have to hold your money until you complete the process of opening your MP account. There is no way around it. Ebay is required by LAW to verify your ID now that they process the money. You can fight it all you want, but it will change nothing.
By not shipping items you have sold you are only hurting yourself and the health of your selling account.
This is not something that is just for Ebay. Now the federal government requires this of ALL money processors.

If there was any solidarity in the ebay community and everyone just said no to this request and over reach by Ebay you would see how fast Ebay would change and challenge the Government on this ruling. Ebay NEEDS SELLERS. NO ONE SELLING... EBAY CANT TAKE ANY FEES = NO MONEY FOR EBAY. FULL STOP.

It isn't an "over reach" by Ebay. They are REQUIRED by Federal Law to confirm the identity of every single account they send money to. Ebay does NOT have a choice. And they aren't going to go against that for any seller just because they don't like it.

They know what country you live in right? They know what state you live in right? They have e-mail address right? They have CC Number Right? They have phone number right? Before going into Managed Payments, Ebay did NOT have my SSN and likely not many sellers had it in their Ebay set up. It was a piece of information they simply didn't need until they became our Money Processor. They had my name, address and DOB. Which is what they collected from everyone when they set up an account on the site.
Now some sellers did have a bank account number in their set up so they could pay their seller fees directly from their bank account or a Credit card. But many sellers paid for their fees through their PayPal account so bank account info wasn't on their Ebay account at that time.
If your goal is to try and make it seem as if Ebay had all the info they needed to satisfy the Federal Government for confirming their identity, Ebay simply did not.

I completely agree, I'm also closing my store, same issues, I'm not giving them more data to sell or get hacked and be leaked to hackers. The more sites want personal info, the less info I give them, or the more fake info I give because they don't need it to function. Companies get hacked all of the time, just look up "have I been pwned" to get an idea. This is a breach of my own security if I hand ebay over more personal data.

Interesting take on the situation. I think you misunderstand some things. Ebay is NOT the only site that is going to require this information from you. ALL sites that also process your money will be required to get the info from you. It is FEDERAL LAW that is requiring them to collect this information because the have to VERIFY you identity to process money to you.
If you are giving Ebay fake information, you don't have to worry about closing your account, they will do it for you. They certainly would let you know there is a problem first, but unless you give them the actual info they need, you can sell on Ebay, but you can't get paid.

I just wish the heck people blaming Biden for the Patriot Act would one, read exactly what the act is and why, and realize this law was enacted in 2001 under George Bush's administration, and was written with provisions requiring Congress to re-authorize the program every few years.

You are partially correct. The law requires EBay to supply an IRS form to you on any sale made above 600.00. It is up to you if you want to agree to give your sensitive info to them. You have the choice.
