Delivered item to buyer at buyer request. Paypal holding money "until delivered" since no tracking.

I made my 1st sale on ebay. Noticed buyer lives in same town. Dropped item off at buyer request to save on shipping. Ebay/PayPal holding money since I didn't have tracking # or confirmation of delivery, even though buyer already gave me good feedback. ALSO, looked up ebay # on line (I think?) Spoke with someone, he took my email, wanted me to download app that would alow him to get into my phone "so he could verify my ebay acct"! Said he would flag my acct and block my acct if I did not do it! I hung up!!

Feedback won't trigger release of funds. Ask buyer to go into the paypal transaction and click on the confirm receipt button.

No, that wasn't Ebay you were talking to.

Without tracking, they will hold the funds for 21 days and nothing you can do but wait.

The paypal thing will work. Fedex royally screwed up a couple months ago. The buyer informed me that he received the item but to this day, the Fedex truck still show out for delivery. 

Paypal informed me that the buyer would need to go into Paypal and confirm receipt. He did so and the funds were released to me so its worth a shot.

If your buyer already left feedback, most likely he'd be willing to take this extra step for you.

It worked because you had some tracking.

With no tracking, it won't work.
