Ebay apparently implemented a new policy that they will not release your funds until 48-72 hours after they receive delivery confirmation? This has been done under a guise of a “safe marketplace” after 30 years running. I say this is just eBay making money on overnight lending of the money they are holding… Based on customer support feeback, apparently they are going to do this to ALL sellers?1
I went from getting my money within 2 days to 7-14 days. International will take 30-60 days. I am stopping ALL international shipping options accordingly. On top of that, any refunds will not be taken from the amount sitting in hold and will hit your backup payment immediately!
This is OUTRAGOUS!!

None if it really makes sense. Even putting on hold for 3 days after delivery would not prevent what they say they are trying to prevent. increase in sales: HOLD - WHY? Increase in listings - HOLD - WHY? Top rated seller for 11 straight years - HOLD - WHY?
I'll tell you why - they are holding the cash and making money on overnight funding and interest, that's WHY. Now they holding $15,900 of my money.

Where did you hear this?, I have not received any notice about this policy.

It's not all sellers; you were misinformed.
Factors include the product you sell, price points, and other factors specific to your account (claims, etc).
Have you had high value claims recently? If so, your account has been flagged as higher risk and that's the reason for longer holds.
https://www.ebay.com/help/selling/getting-paid/getting-paid-items-youve-sold/payments-hold?id=4816
"High priced items or unusual selling patterns may lead to transaction holds for up to 30 days to help us ensure that buyers don't have any issues with the order."
"Performance holds: We hold your payouts if we identify unusual activity associated with your account, such as increased customer claims, a sudden change in your selling activity, late deliveries, or negative buyer feedback."

When does this take affect? Never heard of it. My money has deposited in 2 days as usual. Must be some new policy for special sellers like you.

eBay has been holding funds for years.
They are not doing it for "all sellers payouts".
They do it on a case-by-case basis based on a risk assessment algorithm.
My payments/payouts are never on hold (unless there is a dispute).

Where are you getting your information from? I haven't had any holds on my funds. As a matter of fact I just received a payout this morning.

I have been getting my payouts regularly without a problem.

Yes, I understand eBay has been doing payout holds for years, but suddenly I have EVERY sale going to payout hold with zero real explanation. I am top rated across the board and had no major cases. After pressing them several times, they indicated they are going to put EVERY seller on this payment hold and that I am simply included in the first wave.
Get ready....

yes, they are... I was told by customer service this is a new policy rollout that ALL sellers will see in the near future. I was part of the first wave apparently.

I wouldn't take anything a rep says as the truth because they are known to tell you what you want to hear.
You don't have recent feedback within 90 days. That makes you an infrequent seller subject to payment holds.
I think your Sheriff pants might violate the police-related items policy. Law enforcement uniforms can't be listed.

Can you provide some clarity kyle@ebay and quash any misinformation the CS rep gave this seller? Also have that CS call reviewed for coaching? Thanks.

The rep gave you wrong information.
Tracking is not even required here on eBay.
But ... for sellers that are considered a higher risk ... eBay can implement payment holds and require tracking before they will release payouts as we've explained upthread.
This type of payment hold does not apply to all sellers, nor are you part of the first wave of a rollout.

I get my funds the next day after selling in 'Express Payouts' if I want it for a 2 buck charge.
And about 50 % of my items have no tracking.
I have had no problems.

wrong... the customer service rep was very clear... this is coming to ALL sellers. I'm not high risk and been selling for 12 years without this issue.
