is there a way to open a dispute for a partial refund?

item is counterfeit and doesnt work as oem. he says becuase the item has the enscribed 3 letters of the mfr name its legit is a lie. you can counterfeit that as well. the item doesnt spin as well as it should.

How can I send ebay a video to show proof?

You would need to return the item for a full refund as not as described. There are no partial refunds on not as described items. 

Pictures and videos can be altered plus it is unlikely anyone at eBay would even look at them.

Why not get a complete refund?  You can open a return request.   

Do not message the seller, do not contact eBay.

Let us know how the seller responds to your return request.

Think about it, how can a video show that a part doesn't spin as it should?   Don't even consider trying to get a partial refund, simply go to your purchase history click on the More Actions button, select return item, then from the next list select the most appropriate reason.

Once you file a dispute it will appear on your eBay summary page just above your purchase history.

The seller will have 3 days to send a return shipping label, or request the cost for returning it from your country with tracking. If they do not respond in some way or tell you to send it back, on day 4 use the ask ebay to step in button.

All messages that matter should be in the dispute.  If the seller sends a message not in the dispute, it will likely be an attempt to scam you.

Your options are to keep it and be happy with it or return for a full refund

As everyone has stated, when it comes to a refund situation, it's all or nothing.  If you can live with the item not being 100% of expectations, then keep it.  If not, open a case.  Ebay will have no part in any partial refund scenario.  While some sellers take it upon themselves to go down the 'partial refund' path, in order to pacify an unhappy buyer, it really isn't a good idea.

eBay is okay with a buyer and seller agreeing to a partial refund ... BUT eBay will not force a partial refund on either a buyer or seller if the other isn't agreeable to one.  [So there's no point in making a video.]

Your best bet is to simply request a full refund.  You do that by filing a 'return request' from your Purchase History ... choosing 'Doesn't match description or photos' as the reason for the request.

If the seller doesn't provide either a prepaid shipping label OR a full refund within 3 business days ... then go back to your open request and ask eBay to step in.  eBay will do the rest.

On the (slightly) bright side, if the seller doesn't respond to your -- via ebay return channels -- "I want to return this counterfeit part" request, you will likely get a full refund from ebay, get to keep the part, and use it (if it's better than what you were replacing) until you can find a legit OEM replacement.
