Since when has eBay been displaying the previous bidder's high bid just under the bidding box? This is disastrous for bidders and damned dishonorable on their part! They always have claimed no one could know our high bids.
Guidance please.

Can you post the item number that is showing these high bids? Or a screenshot with any id's blanked out.
Is it an item you are bidding on and you can see your own high bid?
I have been imported from Australia and this is my posting ID

Your sure it's not just showing the next bid increment ? That would be the same as the high bid if the bidder did not bid any proxy amount.

If you mean "Enter more than $[your hidden maximum]" that is for YOUR eyes only, as that is the minimum amount YOU can bid for a new bid to be accepted (at least one cent over your current (hidden) maximum bid, as well as at least an increment over the showing "current bid" amount). Everyone else sees "Enter $[showing current bid plus 1 bid increment] or more" (note slight difference in wording) because that is their minimum.
Logout and navigate back to an uncached version of the page and you'll see the latter display instead of the former.
