the seller didn't ship the item and I can't get a refund, they told me you have to get unbanned then we give you your money, makes no sense, I bought a mixed reality headset for 100 dollars plus 22 dollars for shipping, he is still selling it under a different item number

Yes, OP can do an INR case with PayPal, if that's how they paid, or a chargeback with their credit card company. This was also suggested earlier.

However, I wanted to point out that the seller is not at fault here. The payment was processed by Managed Payments, and the OP said that the transaction was cancelled within a few seconds. Because of that, the transaction was cancelled before the payment was actually processed, and long before the seller would have ever have received the payment, so the seller has nothing to do with the OP's situation. The seller can't refund money they never received, and are not expected to.

When @m2324_7 files at PayPal, eBay is identified as the seller; PayPal has no knowledge of the Managed Payments seller.

Or when a chargeback is filed, the card issuer identifies EBAY as the merchant; the card issuer is unaware of a Managed Payments seller.

So in Managed Payments, any case filed at PayPal or at the card issuer only targets eBay, specifically. And this is OP's first purchase, so they might need more than a one-liner for help.

So here's this guy, who just registered on ebay and bought something, and knows how to use a forwarder, just to be banned.

Who just happens to know how to make another account and come to these boards. Not only that, knows how to see when there's an answer to his question, come back and reply.

Some smart guy. Smarter than me. Took me forever to find these boards, then another forever to figure out that there were notifications, then an eternity to figure out how to answer.

Smart guy, for never having been on ebay.
