As an eBay enthusiast since 1997 (I even have an eBay ID that is not my email) the platform has never failed to protect me from scam sellers until recently. The scheme involved the generation of UPS tracking information that purported that the item was delivered when it was not.
Where eBay failed was even when presented with messages below they (and Paypal) refused to honor their Guarantee protection.
1- the seller sending the incorrect tracking info and even apologizing about it
2- the seller then ghosting me when I tried to resolve the issue.
3- the UPS image which shows a delivery to a house that was not mine
To add insult to injury they even convinced my credit card company that the item was recieved based on this spurious tracking information.
I have over 1000 transactions on this platform but this one incident has put me off because the case is so clear and yet eBay is so unable to comprehend and make good on their commitment. With this in mind I wonder if it is time to abandom my loyalty to this platform because eBay certainly has shown no loyalty to me.
Please let me know if you have had similar experiences.

You need to get a letter from UPS stating that the packages was not addressed to you.
File mail fraud with USPS.
Once you have those, use them to appeal the case with your credit card.
Since you opened a case with your credit card, neither Ebay or Pay Pal will do anything to help now.

You are most likely losing your claim with your c.card company because you filed a claim for "item not received". They send the query to eBay who responds with delivery confirmation (even though it is fake), and you lose. You need to see if you can change your claim to FRAUD/Fake Tracking Scam instead.
Since you filed with your c.card, eBay will no longer be obligated to help you. Its not like eBay has any published procedure or policies for victims of this scam, but posters here know all about how to go about it.

I am going through the same thing right now. Two tracking #'s that belong to some one else's name and address, as confirmed by Fed ex. Now I have no item and no refund. E- Bay won't help me says it was delivered.

eBay literally did this to me today told me they were not issuing a refund because the tracking number states the package was delivered so I appealed it took a screenshot of my informed delivery that I have with the United States Postal Service that shows the package was not delivered to my address on that day so let’s see what they do now

Now that you have lost your cases at eBay @hermanstuff as long as you have not also
-- moved on to PayPal, so that it's game over at eBay, or
-- moved on to your credit card so neither eBay nor PayPal can help
Leave a private message at this page to ask eBay to review each of those FedEx tracking numbers, to see if you have a weight problem.

When you filed an Item not received (INR) dispute through ebay, the first check is done by a computer which can only look for a Delivered scan. No other label info can be checked because of shipper's privacy policies.
When the initial dispute is turned down there is a message in the console that has an Appeal button in it. After writing out what happened you could have asked the rep to check your ebay messages for the message where the seller admits to sending the incorrect tracking info. You also could have posted a link of the UPS page with the photo, and asked the rep to do an interactive map search for your order details address to compare the image of your location to the UPS photo. If you use UPS My Choice you could also post a link to that page showing nothing was delivered to your address on that day.
Once you filed with PayPal you lost your MBG protections.
You most likely filed an INR dispute, but should have used the Shipped to wrong address option.
If your card company turns you down try again, but make it clear that the package was sent to a different address ask if they can receive forwarded emails or links as proof you did not receive the item, and it was sent to a different address. If they can it could result in a different outcome.
In looking at your profile page I see you have bought from at least 2 high volume sellers with feedback percentages well below 98.6% recently. One of them registered in China. Never go by a feedback percentage alone, always check a seller's feedback profile page before buying from one. Avoid buying from China based sellers, especially those with less than a 98.6% rating.

Same problem.
My order never arrived. The seller indicated unrelated FEDEX tracking number, the package was not delivered to my ZIP CODE and has a large weight, that does not correspond to my order. It's just another item sent to someone else.

Thanks for the advice! I did just get an email from UPS confirming that the package was not addressed to me and that they did deliver it but to that other address.
Just sent the off to the credit card company and will follow up with a call tomorrow.
Will let all know if this is a winning strategy, at least in this case.
Very frustrating.

Thanks for the feedback! Agree with them all and I guess that Ive been very lucky that I haven't been bit until now.
Following the great advice from you and others here. Let's see how far I get with my credit card company.
eBay was certainly of no help as I can see from many others impacted by similar scams and yet unprotected by eBay.

To add @jrtumang unlike eBay not taking that email your card issuer does, even willing to either call UPS or FedEx themselves, or to get on a 3-way call to them with you to hear about the fake tracking.

You all have been exactly right. Currently the dispute has been re-opened by my credit card company after I:
1- called UPS to confirm that the tracking number did not correspond to a package that was delivered to my address. Had to literally beg to get an email which plainly stated this (but the service rep was awesome).
2- submitted this plus a screenshot of my UPS My Choice tracking page which showed no such package delivered on that day to the dispute center.
Now Mastercard is hashing it out with eBay.
Thanks all for the sage advice. Will let you know how it turns out but just having you all suggest a possible path forward has been worth the effort.
