I recently bid on and consequently one an auction. When I returned to my eBay page, and clicked the listing there was a banner with a stop clock running down stating:
"Order will process automatically in X minutes"
This has never happened before and I am unable to find any information other than incidental conversations to or by sellers.
Is this a new policy, when I win an auction eBay will automatically take funds from my card on line?
Is this something that sellers must opt into or opt out of for AUCTIONS. (I have encountered it with OBO)
Is this something that buyers can opt into or opt out of?
I don't remember an eBay notice about this nor can I find a policy page (which typically is written opaquely when it is a policy people won't like)

If you are required to provide a payment source in order to proceed in bidding, your ID has been auto enrolled by ebay into forced participation. It ONLY applies if you are dealing with a seller who retains the "buyer rules" that eBay awarded all accounts with the default set to yes.
Not only is a buyer's payment choices restricted, but auto billing will result with each "win" from the same seller billed in full in a separate transaction, thus removing the opportunity of combining items for one shipping price.

Once eBay awards your Buyer ID their little "gift", there is no way to get out other than finding a seller that has turned them off. Many have, once they found out that they had these and the subsequent consequences of keeping them. Some sellers think the rules are wonderful, and don't care if they are turning away PAYING buyers with this. There are still many sellers that don't know these preferences exist on their accounts and wonder why they don't get offers, and bidding is rather sluggish if they get bids at all.

Was that one of the new auctions where you had to give payment info before bidding? Sounds like it.
It's to stop all the non paying bidders.
