I ordered something for the first time on ebay but I canceled it after seeing the price and I didn't realize there was a cancelation policy, they said the seller would get back to me in three days but I am starting to wonder if I made a mistake for canceling it because it was such a good figure and the seller had good reviews. My question is, can the seller actually cancel the order?

"... I am starting to wonder if I made a mistake for canceling it because it was such a good figure and the seller had good reviews."
For now, rest easy in the fact that the seller may not cancel and you'll get the figure you've decided you want after all.

The seller is the only one that can cancel the order, but they are not required to.
A buyer can only ask the seller to cancel.

When shopping on eBay, all buyers need to carefully consider every aspect of the situation BEFORE they bid or buy. That way, you're not waffling back and forth between yes, I want it and no, I don't. Your message makes it sound like you asked to cancel and are about to tell the seller you changed your mind and don't want him to cancel. Not a good idea.

"its my first time, don't judge me"
Then all the more reason to be super careful.

Sorry if you were offended. My point was, and still is, that you need to make a definitive decision as to whether or not you want an item BEFORE you commit to purchasing that item. This is only fair to both you and your seller. What if the seller had cancelled per your request, then you decided that you did want it, but, in the interim, it had been purchased by another buyer? Would you have been back here complaining because you were not able to buy it?

Did you pay? Assuming you paid the seller doesn't have to respond. If you paid and the seller doesn't respond by 3 days eBay will close the request and the order won't be canceled.
If you did not pay and the seller doesn't respond by 3 days eBay will automatically accept the cancellation.
