If you got a notice it was delivered; perhaps it was and then stolen?

Did you try and locate the package by asking housemates, neighbors and the carrier about it?

The buyer must take on the responsibility of locating the item:

Check around the mailbox, your porch, your entire property. Check with other members of your household & your neighbors.

If you still cannot find the package, you can take the tracking number to the post office. They can investigate to see who scanned and delivered the package and check with that postal carrier to see if s/he remembers the package.

Someone may have stolen the package out of the mailbox or from your property in which case you should report the theft to your local law enforcement.

I'm a tad confused.... You are registered as a business seller in the UK with over 18,000 FB received.  We here in the US do not know how your tracking and delivery work.  I'm super surprised that after that many transactions as a seller that you wouldn't know how item not received cases work.  If the tracking is in fact a false tracking number, you should easily be able to convince eBay that the item was never delivered.

You probably would be better off to post about this on the discussion boards on eBay.uk.
