I recently ordered from a seller claiming to ship from Phoenix az. I had a guaranteed delivery date that expired 2 days ago and the item is still sitting in Texas. I was curious why it took nearly 6 days to get to dhl Express in Phoenix. When searching tracking details i came across an internal dh

Dhl global tracking number i contacted dhl Express and they replied they couldn't help me because the number was from dhl global. At the bottom of the email there was an offer to sign up for a dhl Express import/export account. Evidently the way it works is when you order the item it is sent from China via dhl global to dhl Express in the usa where it gets a new tracking number. I don't know if there's someone here that gets it from dhl global or if it goes directly from dhl global to dhl Express. Anyway, with the new tracking it appears to originate from the USA, but in reality it comes from China and is remailed once it hits the usa. So beware, if it comes from dhl Express it more than likely will take a very long time to get to you. After all it takes at least 5 days from China thru dhl then it takes about a week to get to you.

Claiming the item is in the US but actually being in another country is a violation of eBay policy. Once the item arrives you could claim an INAD and return the item. The item not as described is because the product isn't in the US as it was claimed to be. For INAD cases, the seller is required to send you a return shipping label which they cannot do. So, you can take the package to your local PO and get an estimate cost for return shipping INCLUDING TRACKING and let the seller know how much it is. Since the cost is going to be very expensive and the seller will not pay it, you can escalate the case to eBay who will most likely just refund you in total for the product letting you keep the product AND the money.
While I'm not a fan of buyers being rewarded both money and product, IMHO these sellers have to be hit in the pocketbook so they stop this shady behavior. Once it becomes unprofitable to do this, they will stop. If you feel guilty about getting the product and the money, you can donate the product to your local homeless or battered woman's shelter.

I think you need to vet your sellers more carefully. Unfortunately, there are many sellers who are either registered in China or drop ship from there, but list items as being located in the U.S.. If you click on the number in ( ) to the right of their username you will be taken to their profile page. It will tell you in which country a seller is registered and show you how many non-positive feedback they have received. You can click on the numbers of non positives to read only those comments. You may see many shipped from China, slow or non delivery comments. Those can be on sellers who are registered in the US, but are really chinese sellers ebay helped to open US based businesses. Never go bu a seller's feedback percentage alone. Very good high volume sellers will should have a 99.6% rating or better, I avoid the ones with less than 99%. A low volume seller can have a lower rating for just one negative, but you still want to know what it was for.
Also if a US based seller has an estimated delivery time frame of 10+ days, click on the Payment & Shipping tab. The shipping service should be given there. Parcel select or Media Mail can have longer delivery times, but Domestic Sellers will not use DHL 99.9% of the time, it is mostly used by foreign sellers. If you see speedpak, China or Hong Kong Post, then you know where the item is coming from. UPS deliveries can also be an international delivery if the item is located in Kentucky.

I forgot to add, you can open the listing and use the Report Item button to let ebay know the seller violated the item location policy, You can also leave appropriate feedback saying the item came from China to warn future buyers. I'd wait until you get the item first in case there are quality or other problems.

Do NOT refuse delivery!!! You will lose your right to claim you didn't get your item. Instead, open an Item Not Described case because the it was described as being delivered by the last estimated shipping date. Then the seller is supposed to provide you with a return shipping label or money to ship it back with tracking. They have 3 days to do so. Since your seller is in another country he will not be able to do that. When the 3 days is up, you will be able to ask eBay to step in, and at that point they will most likely give you a full refund without you having to send the item back. Alternately, they might provide you with a return label so you can send it back, but for international shipment they usually just give you a refund.

Nope, DHL Global is a domestic service: It originates from a US address, and delivers to a US address.
Like UPS SurePost (not Innovations) and FedEx SmartPost, from DAY ONE the tracking page displays a USPS tracking number in the DELIVERY BY USPS section, the "second tracking number". But unlike UPS and FedEx, DHL Global tracking starts off several days saying:
ELECTRONIC NOTIFICATION RECEIVED: YOUR ORDER HAS BEEN PROCESSED
AND TRACKING WILL BE UPDATED SOON
EN ROUTE TO DHL ECOMMERCE DISTRIBUTION CENTER
before it says:
ARRIVAL AT DHL ECOMMERCE DISTRIBUTION CENTER
Further, pre-shipping by DHL Express from China would be cost-prohibitive: Your item is in the US, but ships by the cheapest TRACKED domestic service available.
