the item was listed as used  also in the description the item was described as good used condition when i received the parts 4 of them (plastic) they arrived in a plastic bag marked fragile parts were cracked broken and missing the seller listed as no returns do i have a reasonable expectation for a refund?

Yes, you do. This is a case of "not s described" so the seller's return policy doesn't matter. Here's a link to eBay's buyer protection  policy, which they call the "Money Back Guarantee":
