Because you're in Sri Lanka.

It's your bank that is blocking the payments, contact them.

In these days its usually happening due to your country situation . Bank blocks your funds . For this , you have some solutions. First you can add your card to payment option and after you can try . Second thing you can contact your bank and can find some solution with them . Third option you can add your card for PayPal account. After that you can pay with PayPal.

A PayPal Esteemed  Advisor says you can only link a Visa credit card to PayPal. No bank account, no debit card.
