HOPE EBAY COMES UP WITH A SOLUTION FOR BANNING BUYERS FROM BIDDING FROM A WHOLE STATE. MY RECENT TROUBLES WITH BUYERS FROM CALIFORNIA BEING ANY INDICATION, IT WOULD BE GOOD THING.

It's not California-- it's Auctions.
Almost every complaint we see about non-paying bidders is from an auction seller.
Auctions are a dying part of eBay's platform, down to only about 15% of listings and most of those have a Buy It Now option.
This is probably because even bargain hunters prefer to see it, buy it, get it. If that customer accidentally makes a bid on an auction, and doesn't win immediately, he moves on.
If you are having trouble with non-payers switch to Fixed Price Listings.
If you want to avoid the newly mandatory GTC timing, manually close your auctions whenever you want. With only 10 active auctions that shouldn't be onerous.
Times, and customers, have changed since I started selling here in 1998. New century, new ways.

@twofoot3- Many sellers have posted complaints that they see clusters of problems with various states or regions and Bay has made it clear they will not implement state blocks.
As the above poster suggested- your best option is to sell fixed price listings using immediate payment required and not accepting offers. This will ensure you are paid as soon as a purchase is made.

I have also found that auctions attract non-payers and scammers. Sadly eBay has neglected that side of their business for so long it clearly shows. It's interesting GTC seems to be forcing many OOAK sellers to experiment with auctions due to the shorter listing duration's and many of these folks are finding out what a failure it is to use eBay's auctions.
So now that my BIN listings are completely stagnant and trying to run auctions is just a joke what are we sellers to do?

Unfortunately FPL are totally stagnant after the GTC was implemented, now what?
