Yes you can both buy and sell on the site. You have the option to do both under the same username or to have separate accounts for buying and selling. Which is a good thing to do if you buy from ebay in order to resell on this site.  It is best to start out by buying only. It gives you a chance to see how the better sellers set up their listings.  It also lets you receive feedback, the number in (  ) to the right of our usernames. 

There is not much to know about buying but there are some things you need to know.  most of them are covered in my reply to another topic.

After you have built up some feedback, if you want to start selling, after reading the links provided earlier,  do not start by listing expensive items.  There are those who search for those items listed by new sellers and try to scam them out of their money.  You can learn a lot about buying and selling by reading the various topics on these boards, and posting questions you may have.

Yes and many on eBay are.   I suggest you start as a buyer and then start selling low say under 25.00 items at first.  As a new seller you will attract nothing but scammers if you try to sell any high value items.

After registered a ebay account,you have been a buyer on ebay,if you want to become a seller, just click the "sell on ebay" and completing the certification as the tips,you will become a seller
