Why is my account restricted for absolutely no reason? I'm not even a seller and I have paid for everything I have bought.

What error message are you getting when you try, or if no error message what circumstances lead you to your conclusion that you are "restricted": what page are you on, what blanks do you fill and what links do you click, what happens next vs. what did you expect to happen?

Your account is restricted because you have not used it in over a year. eBay does that to make sure the account hasn't been compromised, so they reapply the New buyer limits to it. For the time being you have a limit on how much you can spend, or how many items you can buy at one time. The link below explains the limits. It also tells you how you can raise the limits. It may be the same one posted earlier, but with a different title.

If it has been more than 2 years since you last bought anything, you have add new info to be enrolled in ebay's Managed Payments system. Go to your account the click on the Payments header. You have to enter a bank account to the info, as a place to receive refunds if one is needed for certain types of payments.

I dont get restrictions, but after i had some sales, i received a message "Your payouts are temporarily on hold".
And it said that my account is under review

Since this topic is about a buyer having a problem, you should have started your own topic, so people can reply to it directly. You use the start a conversation button on a board's opening page.
All new sellers have a hold placed on their payments until they prove to be a reliable seller. How long the hold remains in place depends on a few things. There is no set number of sales you have to make, before the hold is lifted.
Your Payment status shows Pending, but the funds are there. The hold may last from 21 to 30 days. When you ship an item and upload tracking, once there is a Delivered scan, the funds are released to your registered account within 3-5 days, automatically. Hi, the problem is that I'm unable to buy anything at all whatsoever. This isn't a restriction, more like a blocking. And I'm not comfortable sending personal information from a government ID to an online website.

There is a new law (INFORM Consumers Act) that requires eBay to verify your identity with a government issued ID, a driver's license, passport, military ID, or a state issued ID. It is a recent law, but nonetheless, it's the law.

Since you aren't a seller, I'm wondering what might have triggered this action.
Have you opened a number of claims, either for non-receipt, NAD or have there been chargebacks that you've opened?

I haven't gotten any claims actually. All transactions were shipped and received and paid for right away. This is just nonsensical. If eBay wants to lose the business, they're doing a great job of it.

Sounds easier to just take my business elsewhere
