Why can I not buy these items? What does this error message mean?

I want to buy items from a seller in Belgium, despite the listings being visible through a search, not being marked as out of stock, and having multiple watchers / multiple "in carts", I get this message before the pay screen. Why? Searching the error code, I found another person posting on the forum with the same issue, but they never got an answer.

Well I am making an assumption by saying there's some kind of account restriction - there may not be. Often with account restrictions the seller's listings are hidden so I don't know exactly what's going on here. Obviously the eBay rep in that other post could not share the seller's personal account info. For all I know it could be something more simple like the seller's settings causing it.

 

But the bottom line is, I believe the issue is with the seller's account, and agree that it's not a good experience on the buyer's end to get a vague error message.

 

If I'm wrong, and if this is a checkout error that can be worked around, I'm sure devon@ebay will chime in and advise you to work with customer service.

 

I have the feeling though that this is a seller issue and not something you can work past as a buyer. Sorry this was such a terrible experience for you. If nothing else, at least you were able to come here and get some support to learn this is not anything to do with your account.

The message from the seller about not having a VAT number probably means until they apply for one from their country's customs or treasury dept. they cannot receive payments for items sold to buyers outside of their country. 

  Since in the U.S. we do not have VATs we cannot help you figure out what can be done to help the seller. You may want to try posting about this issue on the U.K. site's community, where people may have run into this issue before and can offer a possible solution. Use the link below to get to the U.K. community, once there click on the Discussion header and select Buying and maybe try posting it on the Selling board if the buyers cannot help.

Here's some information about VAT responsibilities for sellers, which may be helpful to understand this.

 

It sounds as though the seller should have registered for VAT in his country (Belgium) but has not done so. I believe that eBay is required to enforce this by EU regulations.
