I ordered and item on eBay several days ago and it was supposed to arrive by October 28, and it has not yet. The seller provided a tracking number a few days ago, but when I check the tracking number, the only history it shows is that USPS is awaiting item, meaning that it's not even in transit yet. Would me making an item has not arrived help out or should I just wait and hope that the seller will eventually give drop it off at their local USPS store? Growing a little impatient beacuse it's a gift for a friends birthday. Thanks in advance, eBay community.

Open a 'refund' for 'not received' 1 DAY after the LAST DATE that the item said it would be delivered. NOT 1 day before. Do not talk to the seller anymore. Plan on buying 'another one' if tracking shows nothing.

Did the seller use "eBay standard shipping envelope label with tracking" for cards under $20? (You didn't specify the item) These envelopes are not scanned by carriers but by machines in the PO processing plants. This process is so flawed! The last 2 weeks, I have brought my envelopes directly to the PO and I keep getting negative marks in my sellers dashboard because it shows "uploaded but no carrier scan". I've been contacting eBay about this every time it happens because this will eventually affect my "Top Rated Seller" status. eBay software techs need to change this.

What is the estimated date of delivery as shown in the Order Details? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.

If you bought a sports card the issue could be the one described by @goodnu9 .
Did you check your seller's feedback profile page before buying from them? They may have a fair number of feedback, and even a 100% rating, but it could all be for buying or they have no seller feedback in the last 12 months.
If your seller has not sold before or in the last year, they may have run into the 21 day payment hold ebay puts on all new/returning sellers first few payments, and they do not know how to deal with it. All they see is the payment status is marked Pending and do not think it has been received yet. This is another reason why each seller's feedback should be looked at before buying from them.
If you check the seller's profile and find they haven't sold before or in over a year, message them and tell them if they have not shipped because the payment status says Pending, to do a Google search for "Payments on hold - ebay".
If they do that they will get the info they need to complete the transaction and get the funds released.

Have you read eBay's Money Back Guarantee for buyers?
Once an item is overdue by at least one day, the buyer can open an item not received case. Considering the current USPS record of late deliveries, would suggest you give this another few days to arrive, keeping in mind that you have 30 days to open a case with eBay; however, it does look like it's not been mailed yet, so do not wait too long.
BTW, if you aren't familiar with the MBG, now would be a good time to become so.

First off, thank you all for the responses. Very much appreciated. This will pretty much just be a reply to everyone at once.
So what I've decieded to do is make a "item has not arrived" case, and stated that I still want the item. If the seller has in not dropped the package off at their local USPS, then I'm hoping me starting the case on eBay will prompt them to do so. If the package is shipped and just isn't being scanned, then I'll just cancel the case once I receive the package. If I don't receive the package by Nov. 4, then I'll have eBay step in on this issue. And yes, I'm familiar with eBay's MBG. I'll be sure to update this when it's all finalized. Thanks again everyone.

Ebay will not step in the help you. Do a chargeback with your credit card company or Paypal and report Ebay and this individual seller to BBB.

You should expect your item to arrive within a few days of the latest estimated delivery date stated on your Purchase History. It is possible that the seller shipped and the item did not get the initial scan. You cannot open a case until after the latest estimated delivery date if the item does not arrive.

I recently purchased an eBay item where tracking showed only 'A shipping label has been created' for a week ... and suddenly it was delivered to me. The package simply wasn't scanned by USPS until it was delivered.
That's happened to me a bunch of times ... so we can't know whether the package was dropped off by checking tracking. I hope you can give the item a few more days to see if it comes, because it wouldn't be fair to the seller to lose both the item and the money.

Is there a reason that you're telling the OP that eBay will not step in to help him? If the OP does exactly what has been recommended here, in the correct time line, there is no reason in the world to believe that eBay will not help him. That's what the MBG is for. Please don't publish erroneous information.
