What happened to USA ebay bucks??

There are no ebay bucks in fact for every 500 dollars i spend on ebay apparently ebay charges me

i now have minus 14 cents in my ebay bucks

The Ebay Bucks 1% rewards program has been discontinued as of April 1st.

Ebay does not charge you when you purchase on Ebay. You must have returned an item and were refunded, resulting in a 14 cent loss of your previously issued Ebay Bucks.
